A general rule of thumb for most forums appears to be about a month.
However alot of it comes from what section in particular you are posting in. Spam sections are generally more lax, though expect to receive some harsh scoldings from members if you bump a year old topic just to say "lol" or something else that adds nothing to the source material of the topic.
For other sections, it is generally frowned upon for needlessly bumping a month-old topic. However, as with anything else, there are always some exceptions. Such examples include stickied threads or if you are updating something like a personal art thread.
However in the end it is always up the forum's discretion as to what constitutes necroposting and the administration has the absolute word in edgewise.

Looks like the submissions forum don't count as well, not sure.

If it's your own topic, and you're submitting something related to the topic, then it's fine in submission topics.
