Metal Sonic's head seems a tad small for the style, sadly.
General Guy: I think I'll take the second sheet since his hat's more rounded and makes his sprite seem more even.
The linework is great on the Ghoma, though the shading style is more akin to Phantom Fighter than the nes than this game (shading is more rounded and not just along one side of the outline).
To answer color limitations, you may have 3-5 colors per sprite. This reflects the limitations of 8bit platforms from nes - retro arcade. Larger enemies seem to break this rule, but it's moreover that they are composed of seperate sprites with a seperate palette.
As for my next sheet: I am currently working on Mario and Luigi currently. It's going a little slowly due to the fact that I'm juggling different activities, but I'm getting there. :p
