For such a small sprite I would say stick to fewer colors, maybe along the lines of... 6 [4 sprite colors, black outline, and background color]

Don't try to shade such a small piece, work on making it look good first. Play with the lineart. The bottoms of shoots are not rounded, arms are not L-blocks, work on rounding out the mushroom hat a bit more, and try playing with the red spots until they bend with the percieved curves of the hat.
The body is to reactangle, also the head shap isn't even. It would look better if you worked a litle on the line art.

I understand what you mean; I really need to practice line art more xD

As for the rectangle, I tried to make it as best i could without making Toad seem fat, but I'll try harder.

SHADING SUCKERS UNITE!
As Zee said, you should first work on creating a strong line art before continuing onto shading. Additionally, there is hardly any contrast between your shades (this is shown mainly through the red and white shades). I would suggest upping the contrast, whilst also doing some hue shifting to give the colours that extra appeal. Try to be conservative with your colours as well, as you may just be using some colours that aren't noticeable without zooming, as is the case right now.

If you guys feel like fixing up the head (which I can't do for sh** xD) you can go ahead.

I dropped 6 colors, but Toad's height increased by 2 pixels. I'll try to make him a pixel or two smaller soon.
