The problem is, some requests are so easy to do that the requesters could have done them by themselves indeed. Except they are lazy.
The other problem is when (this has already been adressed numerous times) the guy who make requests comes out as a pretentious ass AND makes some ridiculously huge requests (in exchange of nothing, to boot) that expects to get fulfilled by yesterday.
Using the requests board should be the last option and not the first one.
Now, if you are so concerned with the Requests Board's status, you could preach with the example and start taking some people's requests for them. I've done it a few times, and (besides the abusive requests) it doesn't takes much time to get them done.
1. remove spamhaul
-allow slightly more spammy/jokey posts in other areas
2. bring back coins
-make username changes cost coins
-make title changes cost coins
-let us change each others titles
-let us buy our own personal forums for a high coin amount (to accommodate for spamhaul missing)
-other misc things
3. make hunter (1up, YONK!) sprite discussion mod
You... you can't be serious with those requests, can you?
While having a dedicated S. Discussion mod is something that can be debated (although I don't agree myself); those other suggestions are completely unrealistic - or at least with the execution you have in mind.

those are the features we had on pt, thast all im asking for (to rbing bakc coins to compensate for the loss of spamhaul)
1 - Not a good idea. At spamhaul we have sort of a 'controlled chaos' where everyone can do (almost) everything you want. Some stuff you guys do inside spamhaul is bound to cause lots of flarewar no matter what or where. Some people don't have sense of humor, can't take a joke and some don't even notice you're joking/being sarcastic/ironic or whatever. If you don't like spamhaul, don't enter it. Simple as that
2 - Never seem a coin system that kept people interested for more than half a year.
- I don't care about changing my username. But if you got this, or we are going to see useless post only to make coins to change names or people flooding the mods asking to change names. Hmmn...
- Same as above, except this one I think it's fun to mess with at time
- Yeah, riiiiiiight, dream on
- Not a bad idea, but people are complaining about the forums getting too big because of the new sessions

3 - Sprite discussion mods might be useful. Or just we mods to pay more attention to it. Or even appoint 'helpers' (not real powers, just helping and pointing stuff to the real mods)
4 - This isn't pt. I know it's obvious but different forums got different members with different behaviors, so not always what worked at one place is going to work at others. I've never been at pt so I can't say much about it (I hardly even talk much outside the submissions stuff here)

It's not exactly a shining ideal of what the community has to offer, but then it's not supposed to. And it's done a pretty great job of keeping random shit out of General Discussion and other boards (attempts at /ironic/ posting notwithstanding).
Spamhaul is shit, yes, but it's better that it remains shit rather than shitting up the rest of the boards. Now take your shit and shit with it. I don't tend to shit where I eat, and Spamhaul is certainly a place I don't deposit anything in intend to put into my mouth after having let it out.
About the request board. Maybe change it to "Sprite Repair". Instead of people asking to get work done for them, this will allow people who got off their lazy butts and started something to request that someone fix their problems.
So you're requesting tweaks and adjustments instead of full labor.
Same as when a message warning about bumping old threads appears, make a message warning about the way as the Sprite Requests sections works and why, every time a new thread is created there.
Make it say specific things like explaining that large requests will most likely be totally ignored (unless a payment in cash is involved to make the request worth of someone's time) and that giving help there is a voluntary thing, not an obligation.
That should -in theory- make all these panhandlers finally realize that Sprite Requests is not a place where they can butt in and cite bullshit reasons to demand people to work for them.

This might be asking too much, but maybe reboot the forums as a VG-Resource forums. I find it weird that Sounds Community and Models Community and Textures Community would all be bunched into Sprites Community.
And more integration into the VG-Resources, like your account on the forums works with an added account system on the resource sites. This could make submission forms work better, as you can ban members that spam them.
