I vaguely remember how that ranger looks, but the hair and color scheme kinda remind me of him.

Ranger's "style" is just the vibe I get from it.

Wheeereeee in the world is HE from?

Tom Guycot is from Clash at Demonhead. To be honest, I wouldn't be surprised if they were trying to reference this guy (or the other way around depending on which is older).

thats the first villian in Kinnikuman, wich was aired around 1985.
