I can´t see the point of this question, but, whatever.
My favorite program is GraphicsGale, wich is free. But you can always use paintbrush , wich i´m being oblidged to use right now.

look for tutorials, just google : SPRITE PIXEL ART TUTORIAL and Bam, you found it.
BTW: I think there is a FAQ somewhere...

1)any image edition program works that allows you to work with 1px non antialiased brushes(such as MSpaint, Graphics gale, MTPaint, Photoshop, etc. for example.)
2)they're created by hand-drawing them with your own wits, skill and experience.
