Gary, Ray is customizable in the Custom Robo series, so there should be plenty of things he could use as moves. But I was only using Ray as an example. Other characters fit the criteria too.
Also, Birdo is a really stupid choice for a character. It's not ALL about the number of game titles a character is in. She's a side character in every single game, and most of the titles she starred in were spin-offs. The Mario series already has enough characters. Putting Birdo in when there are characters from series that haven't been represented yet would be a horrible idea, which was one of the main points of my post.
Edit: I do agree that Black Mage would be the best Final Fantasy rep.

That's the ENTIRE point I was trying to make with Birdo.
Ray has a lot of things against him. His size (mostly how he was represented in Super Smash Bros. Brawl, and although you "could" resize him, it would never really get the same feeling as it has in Brawl), the fact that he IS customizable, and the fact that people only want him in because before Melee he was such an obscure character.

I don't really see how resizing him is a problem; what "feeling?"
Custom Robos are divided by different classes, Ray's class is Shining Fighter. If they have certain classes, those classes probably play a certain way, so people probably outfit them with certain weapons. There, now moves to choose from aren't so general, but there should still be enough to use.
I don't even understand your third point.
Ray, at least as far as I see it, is a toy-sized robot. Making him regular sized just makes him look like a generic robot, and as far as the current roster goes, we already have Mega Man and the very robotic but power armor wearing Samus. And ROB. And Porky with his power armor robot spider bot thingy. So, unless Ray has this toy feel, it would just be a regular robot.
I'll have to admit, it would make him look like a generic looking robot, but that's where he can use his customizable weapons. When he attacks he can quickly switch to a weapon and then switch back after using it.
You could always make him around Kirby's size. Then he'd probably function more like a speed-dependent fighter than the powerhouses most of the other robot-ish characters are.
And just as an idea, maybe his regular B button move could be like a machine gun or something; just press and hold B and he spews out tons of bullets that do VERY tiny amounts of damage, and don't cause flinch, but you can still have limited movement while firing.
So a rapid-fire Fox's Blaster?
We could just drop the Ray idea and go with another character, you know.

Ray is already the size of Kirby. In fact, he's a little taller. The only problem size wise would be the fact he's pretty skinny and has tons of detail.
Also, machine gun idea Sploder said could be like a burst of shots and not a rapidly press B.
Like, charge it, and the longer the charge, the more bullets?
I was thinking more of a 3 shot burst with waiting time in between but that sounds fine too :V Change of pace from all the charge-for-a-big-attack specials.
EDIT: No wait, hold on, I'm being stupid. I forgot Shiek had a special like that.
Actually, your idea of 3-5 shot bursts would probably be better. Then, you can put a bit of flinch back in, and TADAH, it's not Fox's blaster anymore!
