No, you can trade after a certain point early in the game, and that doesn't make sense, that's saying that you couldn't trade at all in the game before Elite 4.
In FRLG you were able to trade over pokemon but not evolve them if they weren't in the Kanto dex. That was the dick move they pulled.

... Maybe Tyranitar, but he's too high on level-crack. Maybe I'll trade over a starter that was egged or something and train+drug it on D/P/Pt for gym-screwovers. Actually I'll just plan Pokemon to trade+train for easy first times in HGSS.
It'd be cool if you could visit hoenn and sinnoh in this game, as well as Kanto and Johto.
