Most of the sprites are in the "sprts.bin" and the palettes are in "chclut.bin" (for Disgaea DS, anyway. Not sure about the PS2/PSP versions). I gave up on trying to find the palettes in the file, though, and got Pleinair's palette from in-game.
(EDIT: Oh, and the *.amt files also seem to have palettes.)

Nah, they're the same thing. It's like "grey" and "gray." Two spellings for the same word.
