I've been through ANIME.DAT, but I haven't seen any compressed data inside.
Part of the data in the top of that screenshot is probably Cell data, and another part is certainly animation data.
I've seen only one compressed file the the whole game; inside SYSTEM.DAT there is a file, start.lzs, which most likely has the data for Prinny.
It seems I've got the basic format of the compression, but there's quite some garbage when decompressing:
Not giving up yet, though.
I've uploaded the compressed and somewhat-decompressed file here
Also, if you like, you can use this unpacked version of ANIME.DAT. Since the files inside ANIME.DAT have names, the data should be a bit more organised this way.

If you're talking about all of the garbage pixels, that's to be expected when you don't have the decompressor perfected. (Though that's not what you meant, either. I'm a bit confused and frustrated after those events last night.)

It's really nice to have people like Barubary on tSR, people that are a lot more experienced with sprite ripping than myself.

That's Neat, Barubary! Maybe I'm going off-topic,but, ripping tiles from MS6's PS2 version is possible?

...I have no knowledge of encryption/compression on sprites, so I'm of no help.

Just a small improvement now, but probably good for an update; link
There's still quite some rubbish around the characters, but everything else seems to be in the correct place now. Only large sets of zeroes seem to produce leftover data, so things like the mugshots and other 8bpp images should be rippable now.
It's probably something simple I'm missing, but I'm not seeing it at the moment. =/
