Not my point. Point is the relationship.
While Koopaul DOES have a point, Rags also does. OH, DEVELOPMENT. YOU SO SILLY!
I thought he'd be the new G&W like character Tongue

Somebody has to. Popular =/= good.
Popular meaning?

I agree. Racing has no place in a fighting game.

No place whatsoever.

... I know that's a far cry from the point you were trying to make, but admit it, you set yourself up for that one. xD
I honestly did.
I think for all the players we should bring back the effects of when someone get shocked in the 64 version you know when you get hit by pikachu's electricity and it hits kirby, he makes that funny face when he gets hit.

Just because the character is historic or popular, doesn't mean they'd be good in this game.
But wait, Tonberry once argued that popularity was the most important factor... (which I didn't agree with but still) Also Pac-Man himself really isn't popular he's iconic... But whatever.

Let's not worry about this right now hm? We have bigger fish to fry namely the first party roster.
You're all idiots. He was refering to Koopaul having "fans" not any of the characters in the game. He was saying that being popular doesn't always mean you're popular for a good reason.

This is Isa, from Sin & Punishment 2.
His moveset would be:

B = Manual-Fire Cannon
Hold B to shoot projectiles like a machinegun. They have medium range and can pack quite a damage if you don't stop shooting, just like Ivysaur's Bullet Seed. You can control the aim by pressing up and down. Pressing left or right shifts side horizontally. However, after a short while, you'll run out of bullets and will have to wait some until you can fire again (like R.O.B.'s laser beam)

B+> = Lock-On Cannon
An aim will lock-on a nearby enemy, and Isa's gun shoots an energy sphere that pursues the nearest enemy, like Panzer Dragoon, E-102 Gamma or Tails' mech (SA2)'s firing. You can hold B to charge it a bit, but your target can run away and avoid the aim, that fades out if the foe is too far. However, once the aim disappears, if another enemy comes close, you'll automatically aim to that other enemy. You can charge as long as you want, but damage won't increase much when fully charged, and you can't walk while charging.

B+^ = Floating
Works like Pit's Up+B. Isa has a booster pack-thing on his back that levitates him, however, it doesn't last as long as Pit's Up+B.

B+v = Cannon Sword
Isa does a quick spin-attack with his blade, doing little damage to nearby enemies, but a good knockback, and can also reflect projectiles.

Final Smash = Ruffian Isa

That creature-robot thing is Isa, but cursed to be a ruffian, as far as I've read.
It has the same attacks as normal Isa, but it's bigger, stronger, and has free aerial 8-sides movementation. Can be damaged, but won't flinch, unless it's a very powerful attack.

Isa's A attacks are fast swipes of his blade and doesn't pack much damage, but they're quite fast.
I think that Pac-Man actually is a better choice than Klonoa for a Namco Bandai representative. Why? I don't have a fucking clue, but I did use to know. Also, Klonoa didn't do to Namco what Snake did to Konami or Sonic did to Sega.

When you think Konami, you think Snake (or Simon Belmont). When you think Sega, you think Sonic. When you think Namco Bandai, you think... Pac-Man.
