Are we allowed to darken and lighten pallete colors? If that was already explained, then I'm sorry for not understanding.
I can make games, movies, sprites, and more and I'm willing to help, unless the sprites you need are above nes style. I'm not the best.

No, you have to use the colors exactly how they are in the palette.
