Ok, I took one last shot at him. Edited the eyes and face a tad, pulled the tail out like the old one, shaved a bit off the ears.
I think it looks a lot like Pikachu and the pulled out tail lets it move more quickly for attacks and the like.

I made an edit to pikachu's tail:
The main problem I see is that the tail seems to be at a different angle than pickachu's body in ton's one. I think it should be a bit more diagonally behind him as opposed to flat and at his side. That's just me, though.

The Tail on the bottom right and 2nd to top left look best. I don't think Anymore Edits need to really be made.

I'd either go with the ones iceman mentioned or use the one with the tail brought out but fix the shaping of the bottom

Thundershock wip? I dunno this was mainly to see if the frames are alright. It's a pretty quick attack so I only made two frames. Probably will need more but I want to know how it looks now.

Is this alright for the glittery effects for Pikachus Quick attack (bearing in mind that there will be more than one, Im just checking that this is ok for which to base the rest around)?
That's actually not very good, no offense. Colors are bland and you highlighted it like you were shading an object. It's an effect.
We could PROBABLY just use the effects straight from SSB64.
