I ripped all of Bubsy 3D's cutscenes, and I don't know where to post them, or if there's even anywhere to do it. Is there?

There's no site for it (or at least not in the VG Resource network). You could make a thread in General Ripping if you want to though, and share them there.

In fact — if you're an absolute madman you could do a dedicated PSX cutscene channel.
Download a fullset of all known dumps of all known retail PSX games, mount them all and exhaustively convert every STR and STR-like file you can find to AVI and upload them.
Once there was a way to get back homeward
