If you want his model itself, it's just "73_v5.7z" without the "anim_" at the beginning. The "anim_" signifies that they're the character animations, which I didn't group with the characters when I uploaded them originally.

Does anyone know which file the Mii-Fighter costumes/hats are in? I'm trying to rip Sans, and I can't seem to find the models for his costume/mask.

RTB Made a script for 3ds Max (a modelling software) specifically to import Ultimate models. I personally thinks it works much better than StudioSB for ripping model.
It's on the first page.

Say... how do i open .ms files? 3dsMax saved as "SSBUlt_NUMDLB.ms" and i don't know how those work.

You go into Max, go to Scripting, and hit "Run Script". It'll open up a little window where you can browse for the model you want.

Banjo was rejected which actually makes me raise my eyebrows because to my knowledge, TMR operates on a "First come first serve" basis so even if it did get rejected, it should be lower on the pending list. My only speculation is maybe it was submitted by an admin but had to be reviewed by multiple people to determine whether or not it should be allowed.
