It's Dr. Kiln and Icky from Sculptor's Cut! (NOTE: A lot of the characters returning from 63 1/3 have attacks that have been removed or changed. For example, Icky's throw where he grabs his foe with his cloth has been replaced with a move where he throws them around by going into their body.)
