I did read the idea, but even still, in all cases but B-up, I'd prefer to use the original move. The loss of the fireballs and the cape-spin would be a serious setback, IMO.
Then don't charge the FLUDD. Most Mario players don't use it, anyway.

smash B the original down-B. down B should be Psyco Cut. (It should also act as a meteor smash.
Maybe you can change it for 4ยบ generation attacks, like Psyco Cut or Vendetta (When someone attacks you, Mewtwo can use Vendetta and causes the double of damage that the rival's attack!)
Way too many characters have a counter move. I don't want Mewtwo to have one too.

Smash B should be Psywave and Down B should be Disable.
EDIT:
Psywave
Fires off a medium-range wave that deals small knockback and collective damage. Press repeatedly to keep waving.
Disable
Fires off a small-range eyeblast that cancels the enemy's action. The higher the damage, the longer the effect lasts. If Mewtwo is directly attacked when using Disable, the enemy will receive a strong stun effect.
