Yes. That was a sad time for nickelodeon, with only spongebob and fairly oddparents to keep it afloat.
Cartoon Network was still pretty good, though.
Also honestly the whole Vipershark loves anime thing comes from the fact that Vipershark is more or less a weeaboo with him talking about anime or japan just about everywhere, not just the dance.
Oh hey guess what I like anime too! I just don't post it everywhere and the one reason why I refuse to go to Japan is because they have 3 inch bees that will spit acid full of pheromones into your eyes that calls the rest of the nest over to you and have them spit acid at you too. Oh hey guess what I'm very afraid of bees!

When I was really young I used to watch Speed Racer, Popeye the Sailor man, Gummy Bears, Law and Order, and The X Files. I know the last two aren't something that a kid should watch but I did and I still like those shows today.

In my opinion, the reality is that when you're younger, lots of cartoons are enough to ENTERTAIN you, but when you get older (whether you've grown out of them or not), only a handful of them are going to be GOOD shows. Even then it's all a matter of opinion, but usually it's clear when a show will be able to stand the test of time.
Then there are other shows that you bask in purely for nostalgic reasons. One example (of many) that I can think of for me is Beast Wars, the Transformers spin-off toyline/cartoon with animals instead of machines, in case you didn't know. The show was cheese-and-a-half, the dialouge and voices were corny, rules of death never applied unless convenient to the plot, and the primitive 3D animation and textures looked awful. However, I watched it every day, and as a result I brainwashed myself into liking it so much that I bought the box sets for the entire series (they were pretty cheap, I wouldn't have if they weren't).
I've even considered getting the box set for Beast Machines, but that was kinda after my time, and I couldn't see it as much because of its time slot. A shame too, because I did like its darker storyline.
