I'm pretty sure this character don't exist in the official cannon, right?
Even if it were, this one isn't a sprite edit, it's a simple recolor. Sorry dude, can't accept it

No, this guy's first appearance was in like 2005 or something, and
Super Mario Kart came out in the 1990s
