Do babies of DW Pokemon have DW abilities?

Only if the DW Pokemon is Female. Males can't pass down abilities, meaning Male DW Pokemon + Egg moves are illegal.

any dw pokemon with egg moves is illegal
but you can have a male pokemon with a dream world ability and egg moves
the mother just needs to be female to pass on the ability

All the starter Pokemon are male only. Just like the Eevee evoltuions.

Pokemon like Torchic that are Dream World are 100% Male. They have not released females (yet). There hasn't been a single one found, they're like the Eevee evolutions (that are 100% male). Event Dreamworld Pokemon are 100% male. Another example of this is Mamoswine. Pokemon like Lickitung don't suffer this though, because they are released with both genders available.
