i like when on wifi battles people only have a team of 3 pokemon rather than 6 to choose from so i know exactly what pokemon to expect

I know I may be necro-posting here, sorry, but does anybody actually understand the whole thing with black city/white forest? Serebii, Bulbapedia and everybody else say that there is something to do with a points system, and people you meet with in the extralink, but I don't understand it at all.
