Reduce model file size?

So...
Uhmm.
Oh yeah!
I would like a modeler ( cause i think that is the only one who can answer this ) and those people who using and have experience at creating models , to answer me this.
Is there any way to resize file size?
I think that mostly modelers would have face this problem and mess with it.
Here is an example.
Reshiram ( which i took from models-resource.com ) is about 900 kb.
A model which i want to use for warcraft 3 game.
The thing is that blizzard have put a limitation on how big the maps , that we create , will be.
The limitation is at 8mb.A 900kb model is somewhat legit.
I heard that there is a way for files to be resized and lowered or even making them bigger.
If there is any format/modeling software or any other software that lowering filesize without affect ANYTHING else related to file's containment , i would like to be informed about it.

well you could use a hex editor, like HxD to get a look at the actually binary data that makes the file

if you see a bunch of zeroes at the end you could probably delete those, but meh i don't know too much about this
