on which sprites? just saying "Mario and Luigi" is kinda vague, considering there are a few sets of Mario and Luigi sprites

Sorry about that, I was talking about the SMB1 styled sprites

As you can see, the luigi's ears are as high as his eyes are, even the original sprite's aren't as high

Notice how luigi's ears are quite a bit lower in this artwork

I think it looks a bit better on big Mario, it looks a bit iffy on big Luigi and looks especially weird with both small bros. I'll have to look into it and see if I can fix it up a bit more.

It actually looks good on Luigi to me. Another thing is the shading on that sprite. To me, the head looks flat on both big and small forms of each character. The only shading is coloring a certain part of the sprite differently; the entire ear being colored differently, or the nose, for example, or the front part of the hat. Also, the dark blue shade blends too much with the shade used for the overall straps, making the straps hard to see. Unless the overall legs are supposed to look baggy, their leg shapes are pretty un-natural, their legs curving inward at the bottom(on their respective big counterparts). The shading makes it seem like their bellies are sticking out a bit, especially as opposed to their legs which have no shading but probably should, being in the lightsource. Also, the shading on the hat makes it look blocky, the front facing diagonally forward - which is obviously not the angle you're going for. As stated before, due to the shading, their heads look entirely flat(even the ears and nose, due to the fact that even they have no shading - they're simply colored lighter).
EDIT: Also, there is no reason the overall straps should be colored in a darker shade than the overalls(at least at the bottom). If anything, they should be lighter, as the straps must be above the overalls themselves.

I changed each bro's head up a bit, making the ears lower and making the hair more visible. I also added a set with shading around the cheeks, since I'm not sure which looks better.

as for Quotient's criticism, I wanted to give them baggy overalls and smaller boots. it's a weird style choice I chose for them that I haven't tried before. the overall straps use the darker tone because otherwise the straps look like they're connected to the overalls, but not by the buttons.

The one on the right looks so much better. Keep it up!

experimented with some more advanced shading. I think it came out pretty alright

The shadow on the right eye is going in the complete opposite direction as the light source, which appears to be the top right.

I don't have any shadows on the eyes, unless you mean the line which I had just added to separate the eye from the skin a bit.

Quick edit:
The light pixels where there would normally be anti-aliasing within the pink rectangle just come across as stray light pixels, rather than reflected lighting or something (which is what I'm guessing you were going for?).
The edit mainly just changes the shading on the nose to blend it better, without regard for any reflected light.
You might also want to shade under the mustache, but it might not be necessary.

I really like it otherwise though. especially the double thick outlines; I love those.

thanks for the edit, I had figured that the nose looked a little wonky. I also changed the mustache shading a bit, made the emblem a bit bigger, gave his sideburn a bit more volume, and gave the mustache itself a shadow.

i don't like this stray pixel here near his eye

it doesn't form anything, and i think it's unecessary.

the right leg kind of just looks like thick pillow shading

I... really don't see that on both legs. the light source is from the top right, so the shading makes sense, as far as I'm aware.

I don't see pillow shading on Mario's right leg. It's fine.
