Photoshop Toolbar keeps staying on top

I have Windows 7 and use Photoshop CS2. Ever since my computer updated, I find today that the tool boxes keep staying in front. And it gets worse when all of Photoshop does as well. Images of what I mean below

It makes working on stuff frustratingly annoying. I've tried the things I found online and none of them work. Anyone have a fix for this? And yes, I tried Topmost Toggle but it just made things worse.
