Companies have been doing this for a long time just to get the product to sell, and it isn't exactly limited to Pre-orders ether.
When else has this been done?
I don't mean that to sound accusatory, I srsly haven't heard of this much in-game stuff being used as pre-release or an order incentive. :C
What i'm saying is that any sort of pre-release deal isn't the only thing that's punishing gamers.
This is kind of the same thing with Limited/Collectors edition packages that come with the game, except that you don't have to get over pre-order and you still get a shit load of stuff for about 20$ (Or euro seeing that there are other currencies) more, but if you just get the game all the nice little artillery that comes with the limited edition won't come with the game.
if you look at the game stop.com homepage note how you see alot of [insert bonus offer that comes with Pre-order/limited edition/online order exclusive game deal] things on there.
