Not really hot on your idea, Shroob. Take no offence, I just don't see it as the right way to go.
It is still entirely possible to have people posting edits in the customs section, and vice versa. Unlikely that the regulars would be making that mistake, but others might. Also, you can still have the "bad customs" or the "quality edits". This revolves around the type of sprite, rather than its quality.
The proposed "Beginner" and "Experienced" sections would allow someone to at least expect the quality of the sprites and the skill level of the spriter, as that seems to be the main issue here. Edits and recolours are just making the issue of skill more apparent nowdays.
