Sprites used during cutscenes and some special purpose sprites, along with most NPCs are easily rippable, although they are spread out over a large set of files. Note that some sets of sprites appear in multiple files. (and the tile order is a bit awkward)
PC battle sprites are compressed, and I think generic PC sprites are as well (walking and such).
Here's a WIP Ryu rip I've had lying around for over a year now;
EDIT: I forgot to mention that the PSX-VRAM method also works, but it only seems to load the current animation and idle animation for battle sprites.
