Without character-defined abilities, said characters are left with fewer things to do in a current situation. Wavedashing was a balancing issue and a gameplay flaw - a completely different issue entirely from giving characters expended movesets to a repetoire.
As for the snaking example, not only does that have extremely little to do with beat-em-ups, that would also be unrelated to your initial statement; nothing to do with the abilities that an individual character may have compared to another, but a mechanics flaw.
Basically what you're saying is that you want multiplayer games to be bug/exploit free.
