There is no indication that this piece is a WIP.

If you'd look at the picture instead of your own ass, you'd see it is an obvious WIP.
Why do you think he'd apply the shading on the face but not on the rest, and why do you think the area below his neck still doesn't have any lineart applyied to it?
And most importantly, why did everyone else acted like it was a WIP if, as you said, it's not?

And why those WIP pixels from 1up/aunt vagina are extremely alike in style to this one, as in "they're just coloured line-art"? BECAUSE EVERY SPRITE NEEDS TO HAVE SHADING TO BE CALLED SPRITE AND THUS ATARI AND SOME NES GAMES' GRAPHICS CAN'T BE CALLED SPRITES NOR PIXEL-ART

And many pixel-artists here first draws a rough sketch with our tablets, which was exactly what he did here, so that then they can get started with cleaning it up, which is what he started doing.
Oekaki are made in a lot bigger resolution than this because it's not made pixel-per-pixel.
