Mario and Luigi are different enough. They have two different B moves and the other two work very different from each other. Besides whether we change it to electricity or not it will STILL be the same move so why are we making a big deal out of this?
Also you'd be ruining the Mario Bros. arcade reference. The reason Luigi's Green Fireball moves in a wavy way is because the hazardous green fireball in Mario Bros. moves that way while the red one bounces up and down.
