There was no "cataclysm", it's a totally illogical fan theory popularized by the Bob and George comic book, nothing more. Zero wasn't even completed by the time he was sealed away (see: X1, Power Fighters, X2) and Wily became distracted by the idea of moving his conciousness to cyberspace.

Mega Man was constrained by the 3 laws. Everything he did followed through on those. He was also much more "lifeless".
X, however, can choose to both disobey those laws but also feel; he can feel compassion and empathy.

No matter the circumstances, Mega Man could not disobey those things: at the end of 7, even if Wily or Bass had not stopped Mega Man he would not have been able to kill him.

No, no, Mega Man can feel and experience human emotions, and learn from experience. But he had those laws that restrained him, and even though he has emotions, his free will is restrained to a certain point. X, though, has unlimited free will because he's not programmed to do something unlike Mega, he doesn't have laws to restrain him.
