The Spy has enough to worry about trying to sneak through a base. Attacking an engy set-up is difficult enough as it is, and perfect balance is at play here: the better player will be the one to come out on top of a Spy/Engy scuffle (provided a rogue pyro/demoman doesn't come in to help the situation). The Engineer shouldn't get anything that would give him an advantage over the Spy.
If Valve should give the Engineer an item that makes him better against a certain class, it should be something geared against Demomen. Like something that shorts out explosives, giving the Demoman inability to spray and pray and actually give him a bigger challenge against a sentry set-up.
oh also guaranteed that the shotgun replacement will use metal reserves. calling it now.
