I think this should be his moveset:
Neutral Special- Fireball Blast: Bowser Jr. shoots a fireball. It can be charged, but if it is charged too much, he coughs and just smoke comes out. Where it lands, it starts a small fire (like Ness's PK Fire)
Side Special- Shell Dash: Bowser Jr. goes into his shell and slides along the ground. He can jump while sliding and if he runs into a wall he will bounce off.
Up Special- Jr. Clown Car: Bowser Jr. gets out his clown car and flies up with it for a short time. The propeller can damage foes and after the attack is finished, the clown car falls down, damaging anyone who it falls on.
Down Special- Shell Shield: Bowser Jr. goes into his shell. If someone touches the top of his shell while he is inside it, they will take damage and be knocked back a short distance. If the special attack button is pressed while he is in his shell, Jr. will do a spin, reflecting projectiles and damaging anyone he touches. Also if he is in the air while the attack is used he will slam down. He can only stay in his shell for about 5-10 seconds. (Pressing down+the special attack button again will cancel it.)
Final Smash - I think we should use the clown car idea that has been suggested.
