How about offering some kind of special privilegies given to the most productive members here?
Either for the members who submits the best sprite rips or for the members who create the most interesting sprites/pixel arts, but basically, rewarding people's hard work.

To get more people to work on the CP, this rule should only apply to those who contribute to the CP . It would drive in alot more activity in there, so its not the same 10 people continuously posting each time. But thats just what I'd do.
