Yeah, that's pretty ridiculous.
You're forgetting Palkia, Dialga, and Giratina in gen4.
So altogether, gen 4 introduces TWELVE new legendaries, two of which have multiple forms. If you count each form as a different pokemon, it brings it to a total of fourteen legendaries.
That's too fucking much for one game.
I personally think RBY had the best formula. The legendary trio, the one-of-a-kind boss pokemon, and the secret rare event pokemon.
I'll even be willing to extend this to gen2's legendary levels, as they included version-specific legendaries to the rby-inspired legendary lineup which is fine with me. (even though you can still catch both in both games, one is obviously the main legendary for each game.)
There's no reason to have more than that.
I think new legendaries could be just deities of that region. Like folklore of that place. Kind of like Johto had the towers in Ecruteak witht he legends of them burning down and Ho-Oh creating the legendary dogs. Nothing like creating the earth or ruling all time and space, just legends of their region.
