No, they are different. So's the hair.
The clothes and the hair aren't THAT different. The MAIN difference in the clothing is Young Isaac's enormous cape that HIDES most of his clothes, and what little you do see looks a LOT like older Isaac. And the hair isn't THAT much different. Small changes in hair is hardly worth the extra effort for changing a character's costume.
What you're suggesting is like making Young Link or Toon Link an alternate costume for Link. Giving his older self features of his younger self doesn't make sense because he never had those features as his older self. And don't even bother mentioning how Link can have an old or young version, because there's a big difference:
-Link, regardless of the age of his incarnation, is the triumphant hero of the story. Younger versions of Link have gone through their whole games and won.
-Young Isaac, despite being brave, is ultimately weak and naive. The extent of his efforts is pretty much almost getting brutally murdered by a pair of violent magicians. Not very heroic, is it?
