Andy meant bits per pixel. I know that the backgrounds for the Zelda games are in 8bpp and Roy has over 16 colors (but since the sprite data for CD-I seems to be embedded in the disc or compressed, I don't know if they're single sprites or layered), so the sprites are made under 8bpp (which is 256 colors) but designed with 5bpp (32 colors) in mind.
For example, the sprites for Breath of Fire 3 are encoded as 8bpp but tend to use 32 to 64 colors.
