can it be improved in any way?

Definitely.
- Bottom of the head looks jagged.
- Too many black lines (espacially bottom of head and headband.
- exaggerated hairstyle (doesn't look much like Ike's hair)
- try to avoid that dithering in the hair and try to shade it properly.
- reduce the colors of the headband (currently 4, it should have 2 at most) EDIT: Also too many reds and yellows.
(- Face could be a bit more "manly".)

EDIT: I would also advise you to make a scetch of the whole body first, to get the proportions right.
