Things that simplify the making of a game are tools, not engines. Engines are the already-made games or game skeletons that one bases their own game off of.
For more advanced coding languages I believe the graphics/audio/input programming could be allowed from before the contest since in GM/MMF2 that's already done for you.
But then again I believe Kaikimi has the final say in this matter, he's much more veteran than I.
