I honestly disagree, while sure it could have been better in some places it was fun none the less.
Get episodes from liberty city, that should be good remedy, if you were that disappointed with the game.

Although I was disappointed with GTAIV, like Brawl, I still had fun with it. I should've noted that, sorry. .-.

I did get Episodes from Liberty City a while ago, and really enjoyed it. Reminded me a little more of the older times. ^^
