I think Ragnarok should be a final smash. It's too epic to be used as a neutral charge B.
Maybe have Isaac charge his Mother Gaia instead for Neutral B, and have it as like a Earth Barrier that spins around him while he could potentially run around and collide with other characters. A collision will wear down the barrier.
And if he shields, he loses his Earth Barrier.
