All three are pretty good, personally, I'm a split descision between 1 and 3.
1 - Ness has pretty big shoulders and cap flap. I like the position of the face.
2 - In relation to Mario, Ness does appear shorter then the other Ness'. Ness is shorter then Mario, but not quite that short.
3 - Really good in general, the face just needs to be tilted upward.
When comparing the facials between Ness and the characters in the signature (Mario, Capt. Falcon, Yoshi, etc), Ness' face seems to be facing more downward. The eyes and hat could be tilted upward to relieve this effect. My favorite Ness would probably be option 3 (With option 1 eyes).
