Well hey, I slowed down all the time in Sonic 1's Marble Zone and Labyrinth Zone and I still enjoyed it.
And even back in the Genesis games, if players were going for the emmerowds, they'd have to slow down and take their time; picking up rings, avoiding hazards, and/or finding the hidden areas. I'm finding myself having to constantly redo Sonic 2's Aquatic Ruins Zone Act 2 on Classic Collection to get to the bonus stage with all my Rings and trying to beat the stage all at once.
So, yeah, slowing down in Sonic games isn't really all that new to be honest.
