As for the hammer, Down-B is usually a defensive (Reflector, PK Magnet) or vicinity attack (Mario Tornado, DK's ground slam), forward attacks as Smash-B are fine (Dedede's Waddle Toss, Pit's spin).
I thought about Bombchus for Down-B, but they'd be kind of boring in a side-view world with no real ledges to climb. People could jump over them. Then again, the Koopa Shell exists...
Fire Rod seems kind of meh. It's the same as Mario or Luigi.
I basically meant his spins in a 360 (like how Link does with his sword spin) but with the leaf. Instead of hurting people though, it would knock them back. This is basically to make it look good for his ^B jump (just flapping it doesn't seem like it would propel him upwards). So all in all it's just a visual thing.
As for his VB and >B I have some other ideas.
I think that <>B hammer could work, but I have one idea that could make things interesting. Have a variable that changes how he swings it. For example, if could possible be that if you hit >B while facing the right, he will swing it like you said, resulting in the enemy being grounded.
Now, on the other hang, lets say you are facing the right and you hit <B. Tink will whip around and do a sweeping hammer strike. I think that would be a fun and interesting twist personally.
As for VB:
Sand Wand: Creates a small pillar of sand that crumbles away moments later. If can absorb a single attack, after which it will crumble.
Cane of Pacci: Works like how I said the fire thing would work, but with a magic sparkle that flips the enemy. It hurts them a bit and causes them to drop any items they had.
Mole Mitts: Creates a hole in the stage. You can only make one. (Probably not this since the hammer grounds the enemy.
Bombchu: Everyone else like it so I say go for it. The longer you charge it, the less time it has till it explodes, but the faster it goes.
