You were both right up until you started hating on more characters. No game needs less. They need to be coherent and make sense ala Sonic Adventure 1-2.

This was actually my original intention but I changed it to just tails and knuckles at the last second.

All of the characters that were PLAYABLE in SA2 are fine. (And Amy.) The rest shouldn't be included.
