Yeah, just like RTB noted, you can changed palette colors in VBA anyways using cheat codes. I did that when I ripped Lufia ROL stuff. Had to find out how to do it myself, though...
But there you go:
050000XX:YYYY
XX: Palette slot; YYYY: Color
For example: 05000000:5AA2 changes the first color of the first palette (which is the transparent one) of background colors to some kind of red. 05000020:5AA2 would change the transparency of the second palette. Et cetera. Every 20 (hex!) bytes the next palette starts.
