Yes but you can find a Heracross in all the games (that it has been in, obviously not first gen) and thats not how a counterpart is made. (Counterparts tend to be version exclusive pokemon.)
Kinda like how Vulpix and Growlithe are counterparts, so will Scyther and Pinsir. Just because Japan's media says that two different type of beetles have rivalry with eachother, doesn't mean that in pokemon that they will be counterparts with eachother since one already had a counterpart with another pokemon since the beginning of the series.
