Coupled with Burn's attack-decrease effect, that's actually kind of broken. Toxic (and the wider availablity of moves/mon that poison) was the only real advantage over Burn as a status effect.
It was pretty even in previous Gens where Burn was harder to inflict compared to other status effects (adide from Freeze, obvs.); but with the introduction of W-o-W, every anti-physical and their mother wanted some.
You have to wonder why there aren't more fire types in metagame since they're naturally immune to Burn. Oh wait, it's because they suck in almost every other area; never mind.
