Raichu's eyes look kinda weird, looks like he's... sad. The circle on its right cheek could be rounder, as well as the top of his head.
The shading on his body and Quagsire's doesn't make sense, imo. Looks like you made some parts clear and then suddenly shaded others. The clear parts are meant to be volumous spots, so it should be more rounder in Quagsire's case. Raichu's armpit is a huge blot of dark orange because of that too, you might take a look at it
anyway, the lineart looks alright aside from those problems I found
