1- Not quite, tile molester, tahaxan and similar programs allows you to open the rom and explore it's contents. I don't know how to use them so...Sorry :/ You can also try the in-emulator tile viewer for both GBA and DS
2- As I said...Tile molester and tahaxan are the way to go if you don't want to do the animget way.

Jar files can be opened with WinRar like a compressed file (they ARE compressed files), and sometimes you'll find png files. Other you'll find files without extension, so you'll have to get your favorite hex editor and look up the PNG header manually.
There's also a mobile phone emulator called mpowerplayer ( http://www.softpedia.com/get/Others/Fun/...ayer.shtml ) if you want to do animget way (some games just can't be ripped by any other way)
